The operation significantly undermined the sport’s integrity and caused fans to lose trust in their favorite players. However, it also emphasized the importance of strong oversight of the sports industry and influenced Spain’s enforcement of laws against sports corruption.

Sport, particularly football, plays an important economic, social, and cultural role in Spain—generating over €15 billion annually and employing hundreds of thousands of people nationwide. Nevertheless, the increasing commercialization and globalization of sports have exposed it to corruption, which is linked to transnational organized crime including match-fixing, illegal betting markets, money laundering, and bribery of officials. Spain has already faced several high-profile corruption cases, such as the “Operation Oikos” case in 2019, which uncovered coordinated match manipulation involving players, intermediaries, and betting companies. Cases like this suggest that sports corruption is no longer a domestic integrity issue but a transnational criminal activity directly relevant to UNTOC.

Sports corruption not only undermines the fairness of a game but it also has multiple economic and social consequences. Sports are often used as symbols of national pride, and for countries that are at war, these sporting events serve as a unifying force that brings diverse communities together. However, corruption scandals stain the honor of sports and lead to disillusionment among fans. When scandals arise, sponsors are likely to withdraw from key contracts, big matches can lose viewership, and broadcasters may stop airing or promoting the sport. Moreover, sports corruption affects emerging and low-profile athletes. Less experienced players can be more easily coerced or pressured into illegal activities, risking their careers and personal well-being. Their involvement in sports corruption can cause them a lifetime ban, legal consequences, and the destruction of their reputation.

The UN has addressed sports corruption primarily through the United Nations Convention Against Transnational Organized Crime, which requires states to criminalize participation in organized criminal networks, strengthen financial oversight, and improve cross-border law enforcement cooperation under Articles 5, 6, and 7. At a regional scale, the “Macolin Convention” puts these rules into action. This convention requires police, gambling regulators, and sports groups to work together to eliminate the threats of sports gambling and corruption.

Through targeted enforcement and effective measures that stop illegal activity at an early stage, Spain has demonstrated a strong ability to prevent sports corruption. Match fixing and sports bribery are criminalized under Article 286 bis of the Spanish Criminal Code, enabling organized enforcement efforts that have produced measurable results. One of these tangible results include the Europol-supported operations that led to approximatelynine arrests for football match corruption in Spain in 2023.

Spain supports the wider implementation of the Council of Europe’s “Macolin Convention,” which requires licensed sportsbooks to provide national regulators with real-time betting data so law enforcement can spot unusual trends that could indicate match-fixing. Spain is also in favor of increased use of UNTOC mechanisms, such as joint investigations and international legal assistance, which would allow governments to exchange information, plan prosecutions, and dismantle international crime networks.

Spain has continued to battle emerging problems in the sports industry. Their strong legal framework aims to address current struggles and prevent future problems. This approach will create a safe environment for athletes while reinforcing sports as an important and central part of the country’s cultural identity.

In 2019, Raul Bravo, a high-profile Real Madrid football player, led the largest illegal match-fixing network in Spain. “Operation Oikos” involved football players…

[6

post-1999","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-sports
["GET
